Internet Use Policy

Last Updated Date

Purpose:

Chapel Hill Public Library provides free access to computers and the internet. The purpose of this policy is to provide standards of use for the library's public computers, internet, and borrowed equipment.

Policy:

Filtering

Library computers use internet filtering software in compliance with the Child Internet Protection Act (CIPA). This software blocks patrons from seeing images that can reasonably be construed as sexually explicit or obscene, as defined by 18 U.S.C 2256 and Miller v. California (1973) respectively.

Library staff can override filtered content for adults upon request.

Filtering software is not foolproof. The library is not responsible for any content accessed via our computers.

Use by Children

Children 9 years old and younger must remain with a parent or caretaker while using library computers.  Parents & caretakers are responsible for monitoring their child’s use of the internet and ensuring their safety online.

Security & Privacy

In addition to internet access via library-owned computers, we provide free and open WiFi over an unsecured network.

Patrons should always exercise caution when sharing or accessing personal information online. By using any library computer or WiFi services, patrons agree to hold the Town of Chapel Hill harmless in the event that any information is lost or stolen.

Acceptable Use

Patrons may not use library computers or WiFi for any purpose prohibited by North Carolina or federal law.  This includes displaying or sending images, files, or messages that are deemed “obscene” under North Carolina and Federal Law (NCGS § 14-190.1, 18 U.S.C. 2256)

Computer and WiFi users must abide by our Library Behavior Policy.

Enforcement:

If patrons use library computers or WiFi for any purpose prohibited by NC or Federal Law, they will be subject to criminal prosecution.  Other violations of this policy could result in trespassing from the library premises.
